MOHAVE COUNTY BOARD OF SUPERVISORS MOHAVE COUNTY, KINGMAN, ARIZONA SPECIAL MEETING ñ APRIL 13, 2001 The Board of Supervisors of Mohave County met in Special Session this 13th day of April 2001, at 8:30 AM. In attendance were Pete Byers, Chairman; Tom Sockwell and Buster Johnson, Members. The meeting was called to order by Chairman Byers. The following Mohave County Elected Officials and Department Heads were also in attendance and addressed specific items as noted: Deborah Herbert, Chief Civil Deputy County Attorney; Linda Semm, Human Resource Officer; and Pat Chastain, Clerk of the Board. Attorney Herbert gave an informational update to the Board regarding appropriate questions that the Board may wish to ask the applicants for Mohave County Manager, as well as A.R.S 38-431.03 regarding Executive Sessions, and the process the Board would use in recessing for interviews in an Executive Session setting. Attorney Herbert noted that in compliance with ARS 38-431.03 (A) (1), all candidates waived discussion during a public meeting. Attorney Herbert reviewed the confidentiality of the Executive Session Statutes, and reminded the Chairman that he should advise each candidate of the confidentiality of the Executive Session. Officer Semm advised that John Roche, Jr., had withdrawn his application for consideration. Officer Semm gave a ìrankingî sheet to the members of the Board for their use, and emphasized that the same questions should be asked of all candidates. A brief discussion ensued regarding the present County Manager Ordinance with Attorney Herbert advising that it would be appropriate for the Board to advise the candidates that background investigations, and reference checks, could be part of the Boardís process for the top two to three candidates for a final interview. A brief discussion ensued regarding an employment contract, and which staff members should attend and/or record the Executive Sessions. ITEM 1: Motion was made by Supervisor Johnson, seconded by Supervisor Sockwell, and unanimously carried to recess into Executive Session at 9:03 AM, pursuant to A.R.S. 38-431.03 (A) (1), which authorizes discussion and consideration of employment, assignment, appointment, promotion, demotion, dismissal, salaries, disciplining or resignation of a public officer, appointee, or employee of the County, and/or ARS 38-431.03 (A) (2), which authorizes discussion and consideration of records exempt by law from public inspection. The meeting was reconvened at 12:15 PM. Motion was made by Supervisor Sockwell, seconded by Chairman Byers, and unanimously carried to recess. The meeting was reconvened at 1:30 PM. Motion was made by Chairman Byers, seconded by Supervisor Sockwell, and unanimously carried to recess to Executive Session at 1:30 PM, pursuant to A.R.S. 38-431.03 (A) (1). The meeting was reconvened at 2:45 PM. ITEM 2: As directed by Attorney Herbert, motion was made by Supervisor Sockwell, seconded by Supervisor Johnson, and unanimously carried to recess to Executive Session at 2:45 PM to discuss and consider the six applicants for County Manager, pursuant to A.R.S. 38-431.03 (A) (1). The meeting was reconvened at 3:25 PM. ITEM 3: Motion was made by Supervisor Johnson, seconded by Supervisor Sockwell, and unanimously carried to select Doug Hill and Ronnie Walker as final candidates for County Manager. ITEM 4: Brief discussion ensued regarding the recruitment process and setting a Special Meeting to select the County Manager and negotiate terms of employment with the selected County Manager. Motion was made by Chairman Byers, seconded by Supervisor Sockwell, and unanimously carried to direct Officer Semm to set up additional interviews with the final candidates for the following week, (possibly Thursday), with background and personal reference checks to be concluded by Tuesday, with the Board to meet individually with the County Attorney to review a contract and/or changes to the County Manager Ordinance that may be offered to the successful County Manager candidate. There being no further discussion, motion was made Supervisor Sockwell, seconded by Supervisor Johnson, and unanimously carried to adjourn at 3:30 PM.
